He was running to start with, but fell then laid face down with his hands behind his head instead of trying to get up. I'm pretty sure 'give him a good hard kick while he's handcuffed on the floor' isn't a valid restraint technique

There are some shitty people in all jobs everywhere.
The answer is no, of course we don't want police like that. But then they don't represent the majority of police. Statistically there are many more incidents of ass-holes attacking the police/other people. I used to live in Reading - I have first hand experience! ;-)

Honestly?
At that stage, he was not a burglar in the eyes of the law. He was a suspected burglar, and therefore innocent.
Moreover, even if he was guilty, he has a right not to face an arbitrary beating: he has a right to trial. And he has a right for any punishment that is mandated by the judge at that trial to be (a) proportionate and (b) within the constraints of minimal decency. Here, there was no trial, no judge, no process, no proportionality and no decency.
But apart from that, you're completely correct.
