The government is in the pay of the oil companies and they needed to boost their profits before the end of the tax year.
It also boosts tax receipts in the short term thus helping out George Osborne.

When in the employ of the civil service, we absolutely did not sometimes sign off on contracts before completion at the end of the financial year, thereby ensuring the same level of funding the following year.
