I really don't know how much ground effect he'd get.
It's an Alpha Jet, which is a relatively high-wing aircraft, they would tend to experience less of an effect than low-wing ones. God alone knows what difference it would make at that speed though - I've never had any real contact with fast jets.
As for ground effect stopping him contacting the ground - aircraft can and do land...
