Gun politics in Mexico have resulted in some of the strictest gun laws in the world. It is in many ways similar to the United Kingdom, except with much more severe prison terms for even the smallest gun law violations. On the other hand, possession of non-military-caliber small arms by citizens is largely a non-issue.

The administration first claimed to have no knowledge of gun running to Mexico, then claimed executive privilege over the documents, which can only be had for documents created by the administration. It is terrible.

When the guns can be tracked to the murder scene of a federal agent and border patrol officer it then goes really bad. That and those guns can be tracked to the deaths of several Mexicans, thereby prompting the lawsuits you referenced.
It is the perfect good cop/bad cop routine. But in this case, it went really wrong and they are trying really hard to cover their asses.
