This reminds me a lot of a film I saw recently at a California art museum of some African dancers -
they had simple tube costumes made of cloth with a few hoops to keep the shape.
They could extend the tube to what looked like over 10 feet high or collapse to a very small shape - very effective and funny!
I have searched for a video of this with no luck...yet.

What i saw looked more like a large bedsheet sewn into a tube with a small hoop at each end -
the dancer could walk around and extend or collapse the tube,
making rippling shapes or stretch it way up while moving - more like the arm waving inflatable guy, without arms or legs.
