Depends.
From personal experience:

- If it's your boyfriend, you're very flattered that he was thinking of you
- If it's a friend that you're not involved with, particularly if they've already got a girlfriend, especially if they're watching you on the webcam at the time, it's very nasty. Not least because you feel so bad for their girlfriend and you've done nothing to encourage it.
- If it's a stranger that you see in the street, how would you know? Unless it's, for example, a particularly jiggly woman that gets the same train as you every morning and you tell her one day, it doesn't matter.

Good-looking strangers are just that, and unless you can strike up a conversation that results in you getting a phone number, that's all they'll ever be. Lots of women cultivate vulgar and grubby ideas about Brad Pitt, Johnny Depp, etc., and they're strangers as much as anyone else.
