I encountered something similar recentlyStuck in a horrendous jam on the M1 near Toddington I was amazed that I'd not read about them changing the rules that you can just drive up the hard shoulder if you're in a hurry and don't feel like waiting even if you're an HGV. Especially when the hard shoulder got as congested as the other three lanes and the ambulances couldn't get past.
