Do as I say, not as I do...If she really believe that her feelings are strong enough that she would be prepared to risk being turned down/hurt then she should go for it, not mess around, be honest and up-front and see what happens.
But she also needs to accept that if the he says no, then it's not going to happen and she needs to accept that and move on.
