If she knows they only see her as a friend,
She either needs to make this flatmate VERY aware of her presence via the use (or under-use) of dressing gowns etc. sitting too close during a film that kind of thing. If she just gets her tongue down his/her throat it could all go the wrong kind of tits up.
Make them want her.
I'd say it's imperative she finds out if she has a chance before making a move. Have you broached the subject with the flatmate?
