It's because........ someone had got a ticket at the first possible permissible minute on new year's day, 2000, idnit? If so, that traffic warden makes a Terminator's work ethic seem like a student who's just deferred for the fourth year running.
Or am I just being a spaz and misunderstanding it completely? Probably the latter!
