Certainly looks that way. And it's not the paranoid schizophrenia talking, as he's taking the medicine.

I've read some more and while I'm still laughing at how blatantly ridiculous it is, I'm also a little worried that he was left to his own devices for so long. It's not much of a jump from believing the stuff he's writing to sticking a knife into the "wanking MI5 agent" outside his house.
