(sigh)The trouble is the definition of "crime".
Theft, Murder, Arson, etc we can pretty much all agree that these are crimes.
Posit that Der Gubbermint, who are of course wonderful and caring human being who would never in a million years abuse their position of power, define "being a bit foreign in a built up area after the hours of darkness" as a crime, or "Wearing the same T-shirt two days in a row".
That's when things go nasty.
Or just watch the film "Brasil" and wonder how many Typos there are in the excellent databases kept by the police...
