The logic is very simple
1) We charge you when you put money in
2) We charge you when you take money out
3) We charge you when you keep money in the account

4) Sir! I've just had a great idea! Let's charge people for NOT keeping money in the account!

Now, if other companies can find a way to charge you for not using their products, the world will be perfect.*
