'Do you have proof of residency?'
"Well not yet, I'm signing the forms the day I'm moving in as I'm coming from about 200 miles away.'
'Oh well you can't get a permit until we see proof of residency'
'But I can't do that until I've moved in and I need to park the car before that'.
