Rubbish indeed...Moreover, I don't see the problem with monitoring bins. People throw away vast amounts of stuff that could be recycled or composted, but they're too fat, lazy and - dammit - British to do so. They're utterly unwilling to pay the public costs of their actions - and so there comes a point when you have to force them to do so.
