At the very least...
... it should be illegal uphill. And since that's when 98% of such maneuvers take place, it would pretty much see an end to them.

that might not be a bad idea
maybe not banned uphill, but create stretches of road where it is and isn't allowed.
The allowed bits could be where the road is a slight decline. Would only need a sign, or some kind of identifable line system.
