Well, when was the last time you were driving late at night and saw a police car?I finish work in a warehouse at 2am on a Friday night and then drive 15 miles home.
If I went on the piss until 2am instead then drove home, I guarantee you I would not get pulled over. The police are all too busy sorting out fights in town centres.
