A 30 mph speed limitMeans that 30 mph is the maximum speed allowed by law, NOT the target speed to be aspired to. If you're on a street with parked cars and other hazards you should be driving at whatever speed is safe to do under the circumstances - if you were to hit and kill a child because you weren't able to stop in time, pleading "but I was doing the speed limit!" won't cut much ice...
