The problem is...Too many managers is really a symptom of too much government interference and bureaucracy(c.f. the hours of paperwork). The problem is, the way government tends to deal with things is to create yet another layer of departments and bureaucracy. It's the only thing they know how to do. Thus, inevitably, the NHS is doomed.
