I did the same
Spent several minutes appreciating a topless girl's tits (on the beach) before my eyes wandered up to her face, where I realised she knew me and was wondering why I hadn't said hello yet.

Thankfully she didn't immediately recognise me.
But she was saying my name as I was moving my gaze slowly up to her breasts.
Had she been a stranger it would be one of those situations where she either thinks "perve" or "flirt". That made the ensuing conversation very awkward.
Had it been a normal acquaintance I may well have flirted but I'm so bad at it that I'm not risking being reminded of it for the rest of my life.
