The only reason I could see for going to that movie was so that you could truthfully say you'd slept with your girlfriend.
Around here we pay $1.25/liter for gas and even we blame the gubment and big bizness. You pay more than that in quids. Who do you blame?

Dunno. Suppose tax is very high, but that's to deter waste, which seems like a good aim. Not the big oil companies - they don't make much profit per litre of petrol. The cost of getting the stuff out of the ground and refining it? Hard to blame the planet. OPEC, maybe?

Tax is very high so the Treasury gets more money.
Most people don't have any practical alternative, so they can gouge the price.
