Like in schools?
Where it can reach levels where it's bullying, where kids can and do get beaten and spat at. Picking on that aspect is discriminatory to a certain extent. Don't get me wrong, as long as I'm not a scapegoat for a war or economic crisis I know it's not that heavy. Nevertheless while here it can be said as joke and not necessarily to harm or wholly hurt (though a little bit is all right) there are times and places where it can be abusive.
