You might have more luck contacting the council housing office/housing association (the scrotes will certainly be in breach of their tenancy agreements), environmental health, and the dog warden. Worth a shot.

i know for a fact we've got no dog warden hereas my mate is warden in an adjoining area. been onto the housing, given them police incident numbers, nothing's happened.
