My partner works in (professional, non-school) IT, and he told me this:
There's three branches of school IT. The tutors, the degree level IT students, and the proper system admins. The tutors will give the degree students a free reign, because any restrictions put in place would only be taken to pieces. The degree students will leave the IT tutors alone and silently eyeroll at the tutor's inability to open Task Manager. Above all of them sit the sysadmins, who know both other branches but tend to ignore them in favour of doing some real work.

I've expanded it slightly, but hopefully it explains why Pizza-Face man gets no respect - if you can't do it, teach it.
