Originally it came from Canada*and was sign for the emergency services for when the car gets totalled - it's handy when looking for survivors and/or matching up body parts.
*Aparantly some baby survived a crash but later died of hypothermia under a bush or something.

I can see that would be useful if people bothered took the sign down when the child wasn't in the car. Would people expect the fire service to keep checking under bushes until the non existent baby was found?
