Apparently...... it depends upon whether the shelter has one wall or two.
If more than 50% of the perimeter is enclosed then smoking is banned. If not, then you are fine and dandy.

Less than 50% of the perimeter enclosed...... I have heard (not counting doors). That usually means 2 walls is too much, but I have no real legal justification for this - it's just what I read on the internet some time ago.
