I think his point is that they continue do 40 in a village where the limit will normally be 30, thus ignoring the limit.

They tend to speed up a bit going into the 30sbeing that visibility is generally better through the villages in my neck of the dark and winding woods. Easy to spot them, you can see them trying to communicate to their passengers by waving their hands around.
