Impatience has nothing to do with it.
I have a half hour lunch break and in this short window of time have to sort lots of things out including actually having something to eat.
They have all day to do their shit.

In their defence
they probably set off from home first thing in the morning, it just took until lunchtime for the bus to get them to the post office...
public transport, nice idea in theory, doesn't work rurally in practice.

Well,
I think there's a kernel of truth here - although I see it not as an age issue, or taxpayer status issue; but as a society-wide courtesy measure. You see, I'm unemployed at the moment. It's neither desirable, or by choice; but I do have relative time freedom as a result.
I attempt to arrange medical/dental appointments during the late morning, or early afternoon; thus reducing contention for the finite number of early morning/lunchtime/after-school/after work appointment slots. Given the option (which I usually am), lunchtime bank/post office visits are avoided; reducing queue time for people forced to either do essential personal tasks on their limited break time, or not at all.
Perhaps the OP would be better if phrased like: "Dear any people who don't have to do your stuff at lunchtime, You have all day to do your stuff, so please stop clogging up the flipping Post Office queue at lunchtime. Thank you.x"
edit: Of course, the service providers could help; like banks that only seem to like opening when most people are at work
