Could have been due to September 11th......I was working for an ISP at the time, and pretty much *all* UK traffic ground to a halt. Considering a lot of UK US traffic goes via New York, and that one of the peering points was somewhere around Ground Zero, along with pretty much everybody trying to find out what was going on, things went pretty slow.
I seem to remember it got so bad at one point that BBC News made their website default to the low graphics version.
