it doesn't have to be stated explicitlyOne of the things that makes a difference (and often the only thing) is the distance between the lampposts. If it's over a certain distance the limit is 70, if it's under the limit is 60. I can't remember the distance now (not much point as I live round the other side of the world now) but it's another one of those peculiar road regulations that few people are aware of.
