This is probably oldor been mentioned already, used in a comedy sketch, or all of the above.
But what I like doing on a busy street is stopping dead and looking above to the sky, or maybe up a building. Maybe start pointing, looking concerned and perplexed.
99.99% of people will look up too. It's oh so hilarious.

Being a birdwatcher,I start that sort of thing off all the time. Just yesterday, I was peering into a shrub and two people stopped while walking past to join in.
