Perhaps I was harsh earlier. I should expand my answer to include, not just liars and the mentally ill, but also idiots and hallucinogenic drug users.

Currently inexplicable does not mean always inexplicableAnd also there is a huge amount of post-hoc distortion going on.
"I saw a hooded figure and there was an odd sound" is hardly inexplicable
