This sounds like bull to meI live on mersey side -and saw the map on many occasion. Not only was it on choppy water some 30ft from the edge of the dock - the bridge they would lower to get on the map was taken away to stop people climbing on it. If you swam to the map - I may have believed you. But as the dock has an operating temperature of something like 2*c. I doubt you would be in much mood to have the thex.
In any case - the map is in a public area, with bars all around. INFACT the studio has now been converted into a bar. Circo I beleive.
The buidling which literally overlooked the map was also apartments.
