It's ok the store manager calling the fella a dickbut if he had given you the money and it turned out it wasn't yours that fella would get into a heap load of shit for not following the rules. If the store manager was that bothered he should change the stupid rule. A manager should never criticise or demean an employee for following the rules - however stupid.
