But I'll say it anyway. The popular perception of karma is quite far removed from what the concept really refers to.

It's more accurate to think of a pendulum of action-reaction that works on a global scale. For instance you have a bloody great war and wholesale slaughter of Jews and minorities, and as a result Jews get given their own country ostensibly free of oppression, minorities get their rights fought for and won, and it's (hopefully) very unlikely there will ever be another war on that scale.

It is most definitely not when Jason steals your biscuits then falls down a manhole.
