ExactlyEven in the seventies it would have been shocking for an adult to get off with a fourteen year old in this country, and for someone to observe it; as she claimed to have, and do fuck all about it seems quite frankly simply odd.

You'd be amazed at the 'odd' choices people make in these situations that seem to defy all logic and morality but make them they do. Unfortunately I am in a business where I am party to the details of genuine cases along these lines (and significantly worse) and yet folk, often in supervisory or senior roles, just avoid doing anything about it. Even they struggle to explain why in hindsight.
