Depends on what exactly she was doing...
As written, it sounds somewhat like he was a very newly ex boyfriend which she was not entirely happy about, hence her following him, grabbing her arm and trying to get his attention. In that case to turn around and thump her is far more extreme than the situation called for...
As for 'is it right to hit a female'? I say it is wrong to hit anybody, male or female... But if someone feels they are strong enough to attack me first, then I reserve full right to thump them back and I don't care what sex they are - why should I take a kicking from a girl and not be allowed to defend myself purely because they are female, especially based on the fact that if they are hitting me in the first place, then they obviously believe themselves to be my equal in strength or skill.
