In Liverpool,this is often a sign of drug-dealing. We moved into Aigburth in August and heard the icecream van daily. November came and went, and still it loitered.
Then we learned a neighbour had been in a little bit of trouble for selling the old druggy-drugs. It all made sense -- the van was an ill-disguised way of having an excuse to loiter. They should've switched to hotdog vans for winter...
