Because it's a pointless duplicate of a system that already works well
with the added element of frustrating the userbase by limiting the functionality until you reach some arbitrary score. It offers no improvement, no gains, no benefits for anyone here whatsoever. Unless you can see some clever advantage to it that the rest of us can't.

You can downvote people and when people respond you get a notification.
They also seemed to have worked out the software enigma of being able to post a https link.
