They could both be right..
Depending on whether it was a dilution ratio or dilution factor. Obviously if it was a dilution factor, then the BMS was right; you can't have a solution with no solvent!
For what it's worth, I've never encountered anything other than dilution factors in lab protocols.

Yeah...
