it depends.West Africans tend to have a higher percentage of fast twitch fibres in the muscle which means they get more explosive power. Hence the sprinters etc... and East Africans tend to have more slow twitch fibres meaning they're better at endurance. E.g. The Kenyans.
Or as my dad puts it "The West Africans are rate fast because they're running from lions. The East Africans can run rate far because they need to walk 20 miles for a glass of water."
