Why don't you just underpay?
They'd have to pursue you through the small-claims court to get any more money from you so it's doubtful they'd bother.
Remember, it is not theft to underpay a bill in a restaurant but breach of a verbal contract.
Of course, should you underpay you have to either haggle them down or give them your contact details but if you want to make a statement then it's probably a better way of doing it than petty larceny.
