Research
I was researching this the other month., and I'm pretty sure that deposits have to be given back within 14 days of moving out, and have to be kept in a secure "fund" so that it can't disappear overnight, otherwise the landlord/letting company can be find around £3000.
In Edinburgh, if the deposit is not returned in 14 days, the landlord can have the HMO licence revoked.
