I witnessed a crime

Don't be too hard on yourself
There's probably bugger all the employee could've done about it. Unless he saw it happen and watched them every moment 'til they left he couldn't prove shoplifting. Even then, store management may well have a safety rule to not confront people (one wrongful death suit is more expensive than a lot of biscuits).
Trust me; it's hugely frustrating, but cashiers are not cops.
