You've caught him twice, and if that doesn't tell you he'll keep doing it, what more do you need? A signed declaration of intent?
This is not like the people who knew paedophiles, thought they were a bit shifty and wish they'd said something when it's all over the papers a bit later on. Beating the fuck out of him is good, but it's not enough. Anything he did/does from the moment you let him off with just a kicking is on your head too - you know he's going to and you can stop him.
