Some will have changedLike maintenance on paths, trees, fences etc. If they are not noted as being fixed or still needing to be fixed the council will be liable if there is an accident. It's a requirement that has to be done, every year, regardless of what has or hasn't changed.
Serious stuff if someone has an accident as the person who did the RA is liable (I knew one member of staff who was held on corporate manslaughter due to an accident which "could" have been prevented).
