I suggest you try the main board,
if someone posts someting you like, compliment them on it, and ask them how they did it. I'm sure most people would be more than happy to explain their pictures.

You won't find anyone willing to give you photoshop lessons though. learn to emulate stuff you like, and you'll be making your own in no time.
