If I were to use a piece in a university project that's going to be displayed to the public,
would a simple "Hello, can I use this?" message to the performers be okay?

I don't think you need to pay a royalty to the composer
BUT the "mechanical copyright" will still exist for the actual recording so you'd need to ask the record compnay
