Why cant they just say "light blue"

In Russian
light blue/cyan and dark blue are considered to be two different colours. Like red and pink.

i believe it is the same in Polish
Niebeski (sp) is the word for royal blue, but its another word for light blue.
Or so the Mrs tells me.
