So I think it's probably safe to infer that Sterilox was there on behalf of some other being or beings on 'a distant planet', again as stated in the text.
If we look at the larger picture, the chosen ambassador is described as 'asexual', and has been given the name Sterilox, an obvious reference to sterility. It's as if the ambassador himself is the message: don't worry, it says, we don't want sex, and anyway we can't make babies.
I wonder what Sterilox made of the dancing sex robots? Sadly the text remains obscure on this point.
